Props/World ground issue

So the server has this problem that started in excess island where all world props and player props just sink into the ground and then bounce up and down, you cant throw grenades or anything without them getting lost in a wall either. We came on GD_bigcity and now all the world props are bouncing around on the floor before weve even touched them

Okay,imagine quicksand, but about a couple of feet down there was repulsion gel from portal, not i agine the entore map shares the same properties and every physcins object spawned sinks then boucnes up and just moves around.
