cleanup for mods / selfstrip improved

These are 3 commands, those commands are mainly focused on staff, the only thing thats userbased is the !selfstrip command, i've improved it. now you can do !selfstrip without needing to do !selfstrip ^

Includes : 

!cleanup  -  A ulx command that let's moderators+ clean up a selected's players props. (ONLY WORKS IF THE PLAYER IS IN THE SERVER, USE WITH CARE)

!cleanupglobal - A ulx command that cleans up the server, same as the admin cleanup but now can be called by anyone as long as they have access to the command.

!selfstrip - Strips weapons from your self, i've improved it a bit.

It's better if the clean up works on disconnected players props too. Sometimes fuckers spam then leave.

There's an idea for a command, something to clean up disconnected players props. !cleand or something
